The Government Capacity Building and Support (GCBS) program strengthens the capacity of South Africa's Department of Social Development (DSD) to improve service outcomes and reduce incidence of HIV and AIDS for orphans and vulnerable children and youth (OVCY). Work on the program commenced in October 2013 with funds from the United States Agency for International Development (USAID) through the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). GCBS strengthens DSD systems at the national, provincial, and district levels, with a specific goal of improved direct service delivery to children and reduced incidence of HIV and AIDS.
